Three
Metro Council members expressed frustration Wednesday with the
administrations delays in producing a pay scale study on city-parish
workers. The results of the study originally were slated to be released
eight months ago, and council members questioned the delay during an
informational meeting to update council members on the city-parishs
reorganization of the Department of Public Works.
Ronnie Edwards,How to change your dash lights to doublesidedtape this is how I have done mine. C. Denise Marcelle and Donna-Collins Lewis tried without success to get a date for release of the study results from contractor John Basilica Jr. of HNTB and Mayor-President Kip Holdens chief administrator officer, William Daniel. The council members were told only that the study, which examines what city-parish workers are paid in comparison to their counterparts in similarly-sized cities, would be released soon.
The pay scale study was ordered around the same time the city-parish entered into contracts with HNTB and a consulting firm, SSA Consultants. One contract called for the two firms to oversee the overhaul of the city-parishs Department of Public Works to increase accountability and efficiency; the other was for the pay scale study.Collins-Lewis asked Basilica and DPW Director David Guillory about the study results Wednesday on behalf of DPW staff she said are overworked and underpaid.
The study results were delayed again, Daniel said, because city-parish staff had questions about some of the the raw data collected as part of the study process.Helene OBrien, president of the local chapter of the Service Employees International Union, which represents DPW workers, said the delays are more likely due to what was found.I think its going to be a very ugly study.Tidy up wires with ease with offershidkits and tie guns at cheap discounted prices. But its not something that we dont already know. We need to get it out and address the problem. I feel like were hiding it, OBrien said after Wednesdays DPW reorganization meeting.
Basilica said during his presentation on the status of DPWs reorganization that work performed by employees of the city-parish agency is hard work with low pay.Basilica said one recommendation to improve performance and accountability is to break DPW into six new departments. Each would have its own unclassified department head.
Because the department heads would be unclassified, their employment by the city-parish would be at will, making it easier to hire and fire each leader. Right now, the majority of DPW employees are classified employees protected by the civil service system.Marcelle asked Basilica if current classified employees could retain that status if they wanted to vie for the new unclassified department head positions.
Basilica said there is no time line set yet on the final implementation of the DPW reorganization but called it an ongoing process. He said a written report on the reorganization plans status would be released in the next two weeks.DPW has a 2013 budget of $50.2 million from general fund revenues, but also receives significant funding in sales taxes and user fees specifically dedicated to pay for sewer and road improvements.
